For legal, transparency, and good governing reasons the supporting documentation is available to the public.   The New Mexico Department of Justice emphasizes that OMA should be applied in favor of openness and meaningful public notice.  

Without the proposed resolution, a citizen cannot know what the council is actually being asked to approve. The same problem exists with an ordinance, contract, memorandum of agreement, budget amendment, procurement award, personnel policy, or grant agreement. 

It makes public notice meaningful 

It allows citizens to participate intelligently.
